TITLE, RECORDS, & APPRAISAL

PURPOSE:
The Purpose of the Title, Records & Appraisal Section is to administer the Navajo Nation Land Acquisition Program on behalf of the Navajo Nation, to conduct research into all aspects of land title, to receive and maintain permanent land records, and; to formulate real estate appraisals. Assist and participate in land exchanges to consolidate Navajo land in accordance with and utilizing the Indian Land Consolidation Act and Navajo Land Consolidation Act.

GOAL:
Inventory and updated leased land, rental fees and review land offers for sale to the Navajo Nation.
Update and improve land records for automation.

OBJECTIVE:
Research and review land title, appraise and administer BLM, State and U.S. Forest Services grazing leases, agreement and property taxes, record and file records for future reference and general information..

DUTIES AND RESPONSIBILITIES:

1. Review and make recommendations on all requests for business sites, land withdrawals, Rights-of-way and
easements where Navajo real property in involved.
2. Receive, protect and maintain all title and title documents for lands owned, acquired or controller by the

Navajo Nation.

Right-of-ways and easements
Warranty Deeds
State & Federal grazing leases
Land Acquisition
County Taxes, and etc.

3. Receive and review land offers to the Navajo Nation per the Land Acquisition Policy Procedures. Process and
make final recommendations regarding land acquisition proposals and implementation of policies and
procedures.
4. Budget and maintain payments for the Navajo Nation’s taxable lands, State and Federal grazing leases.

5. Review and conduct field investigations of surface damages to determine fair market value in just
compensation proceedings and recommend appropriate action on settlements.

6. Conduct title search of properties at Counties Record/Assessor to determine legal ownership, chain of
ownership for land purchase or disputes.

7. Administer and update inventories of Navajo Nation interests in Bureau of Land Management Lands, State
Lands and United States Forest Services Grazing Leases Range Improvements.

8. Review and renewal of grazing leases with Bureau of Land Management and State Lands.

9. Negotiate resettlement of families, disputes and buy out of grazing permits and the improvements.

10.  Receive application for review, compile and process revocable use permits for Mission Site Permits.
